The President of the P.I., Gloria Macapagal Arroyo is involved in "Disappearing" people!
Military personnel, police personnel, cabinet members and the president implicated in abduction in Tarlac of a American, Melissa Roxas. Contrary to repeated misinformation that she has dual citizenship, she does not. She is 100% American and was born and educated in america like any other American!
The writ of amparo is a legal measure introduced by the Supreme Court, the idea of the writ of amparo is to provide protection to victims and witnesses from any actions by the Military, police or government officials. Melissa Roxas has hit the jackpot, she needs protection from all of them.

Melissa Roxas has fled to the U.S., cannot blame her for that. The court will not grant the writ of amparo unless she personally appears in court. This is a catch 22, as history has shown if you are a target of the P.I. authorities, then you are not likely to make it out of the airport, much less make it into a court room. The officials will try and disappear her. Or at the very least file charges of slander against her and put a Hold Departure Order on her so she can never leave! This way they know when she will appear at court hearings and can follow her and murder her anytime they want!
Melissa Roxas should stay in the U.S. Hopefully the international courts and other concerned organizations can provide her and her family some relief.

Activist told to appear in amparo hearing

MANILA, Philippines - The Court of Appeals (CA) has ordered a Filipino-American activist to return to the country if she wants to pursue a petition seeking to protect her and her relatives in the country following her alleged abduction and torture in the hands of the
military in La Paz, Tarlac last month.
This, as the CA’s 16th Division postponed yesterday the hearing on the petition of activist Melissa Roxas for the issuance of a protection order under the amparo rule to give her a chance to appear before the court on June 29.
“What kind of relief are you asking for if the petitioner is outside the jurisdiction of the court?” Associate Justice Noel Tijam, who chairs the 16th Division, asked Roxas’ legal counsel, lawyer Rex Fernandez. Fernandez told the court that his client fled to the United States last June 1 for medical treatment.
The CA did not specifically warn that it would dismiss the case should Roxas still fail to attend the next hearing. Still, the CA justices ruled to defer the hearing in the absence of Roxas, refusing to deliberate on a medical report and other documents presented by Fernandez.
They also directed Fernandez to present the corroborating witnesses, Juanito Carabeo and John Edward Handoc, who were allegedly abducted along with Roxas last May 19 in Sitio Bagong Sikat, Barangay Kapanikian, La Paz town by 15 suspected military personnel, based on her petition.
Yesterday’s hearing, however, gave an opportunity for the respondents, through the Office of the Solicitor General, to deny Roxas’ allegations.
In her petition filed last June 3, Roxas named as respondents President Arroyo, Defense Secretary Gilbert Teodoro, Armed Forces chief Gen. Victor Ibrado, PNP chief Director General Jesus Verzosa, Army commanding general Lt. Gen. Delfin Bangit, PNP-Region 3 director Chief Superintendent Leon Nilo de la Cruz, Army’s 7th Infantry Division chief Maj. Gen. Ralph Villanueva, Tarlac police director Senior Superintendent Rudy Gamido Lacadin, and a certain Dex, RC and Rose, all alleged to be military personnel.
State Solicitor Bernardo Villar said Roxas’ allegation that she was abducted was “staged,” citing “serious factual inconsistencies and apparent perjured statements.”
((Of course the dirty and corrupt MF, Associate Justice Noel Tijam, will eventually dismiss the case or have someone else dismiss it. There is no justice in The P.I.! MANILA - Filipino American activist Melissa Roxas will return to the Philippines on Monday to attend a hearing on her petition for a writ of amparo before the Court of Appeals, the Commission on Human Rights (CHR) said Sunday.
In a statement, the CHR said aside from attending the hearing on July 30, Roxas, who has accused the military of abducting her last May 19 and subjecting her to physical and mental torture, will also testify before the rights body.
The testimony of Roxas, who was in captivity for 6 days, will be held Thursday at the CHR.
"This public hearing by the CHR will be carried out in line with its Constitutional mandate, to investigate human rights violations," CHR chair Leila De Lima was quoted as saying.
"The culture of impunity in the Philippines must be brought to an end. These individuals and groups who carry out abductions and torture must be held to account. The government must take meaningful action to protect human rights in the Philippines, not merely in statements and on paper, but also in reality," De Lima said.
Protective custody
The CHR will be providing protective custody of Roxas upon her return on Monday evening.
"It is vital that the survivors of human rights violations are protected. Their safety and well-being must be safeguarded so that they can be allowed to tell their stories, and shed light on the true situation in the Philippines today," De Lima said.
"We will do everything we can to keep Ms. Roxas safe. At the same time, however, this demonstrates that there is a need to overhaul the witness protection program in the Philippines," the CHR chief said.
"One of the best ways to help ensure the safety of Ms. Roxas, is to allow her to tell her story to the Filipino people and to the world. That is one more reason these hearings before the Court of Appeals and the CHR, as well as the robust participation of media, are so important. Transparency and accountability will help keep Ms. Melissa Roxas safe, and they will help keep all of us safe as well," she added.
Bayan welcomes Roxas return
Activist group Bagong Alyansang Makabayan (Bayan) meanwhile welcomed the news of the Filipino American's impending return, saying it shows Roxas's "serious intent" to pursue her case.
"She is determined to seek justice for the human rights abuses committed against her and her companions Juanito Carabeo and John Edward Handoc [the two volunteers who were with Roxas during the abduction]. She will face head on the denials made by the Armed Forces of the Philippines," Bayan secretary general Renato Reyes said in a statement.
"We hail her courage in returning to the Philippines. Her determination to prove that she was abducted and tortured should put to rest claims by the military that the whole thing was fabricated," Reyes said.
Bayan said Roxas, who is also a member of Bayan USA, will be accompanied by the California-Nevada Conference of the United Methodist Church which will be on a human rights fact-finding mission.
"Melissa would be the best person to refute the lies of the Arroyo government. Her testimony will be important, especially now that killings and abductions are on the rise again just a year before the elections. Despite domestic and international criticism, the killings and disappearances continue" Reyes said.
