The P. I. catches you working illegally then expect to spend some serious time in jail.

However in American you can be illegal, commit a crime, and then be released back onto the streets to harm Americans!

The illegal Philipinos in america will say Americans are racists if they are arrested and deported and so will their corrupt leaders whom have caused them to leave to hunt work!

The enormous mass of people whom have left the P. i., have done so because of the corruption of their leaders and not only those, but all positions of power however remotely small!

CLARK FREEPORT: Management of Fontana Leisure Parks (FLP) here said that not all the 103 Chinese workers rounded up by the Bureau of Immigration at the FLP are illegal aliens.

The FLP Human Resources Director Virgilio Pe Benito said that about 30 of the Chinese workers arrested have “special Clark working visas” (SCWV) while the documents of the other Chinese employees are being processed at the Department of Labor and Employment.

The Chinese workers, who have the special working permits, are working as material consultants, procurement coordinators and construction consultants among others.

“As a matter of procedure, applications for SCWV are submitted to Clark Development Corp. for endorsement to DOLE and the usual labor market test,” Benito said. “Once there are no applicants or interested parties for the positions, alien employment permits [AEP] are issued which are then used as bases for issuance of SCWV’s by the immigration office in Clark.”

Prompted by insistent reports, the Angeles City Council had asked for an investigation into the massive hiring of foreigners at the Fontana Leisure Resort in Clark.

Angeles City Councilors Jay Sangil, Maricel Morales and Rudy Simeon initiated the investigation.

Pe Benito said the arrested workers whose papers are being processed at DOLE were allowed to work on the understanding that upon filing of the applications these individuals can start working.

On the matter of misrepresentation, Pe Benito said that consultants and coordinators have to help in the construction work since they lack workers given an October 1 deadline for buildings that were under construction. Guests were already booked several months in advance.

Bernardo Angeles of the CDC confirmed that the work permits of the Chinese workers at the Fontana have been endorsed to the DOLE. He said the SCWV is valid for a year and renewable for another year.

Officials of the Bureau of Immigration, headed by Victor Boko and Willy Poques, under the directive of Immigration Commissioner Marcelino Libanan, arrested Chinese workers at the FLP after workers in Fontana reported that there were Chinese employees working without the necessary permits.

 However, The Manila Times learned that CDC President and CEO Levy P. Laus has initiated moves to stop the hiring of foreign workers at the Fontana in pursuit of providing the opportunities to the Filipino labor force. Meanwhile, the Immigration will map out illegal foreign workers doing jobs otherwise intended for Filipinos.

((Therefore you must hire an inferior Philipino who will steal from the job site and put too much water in the concrete so it is lighter and he does not have to carry as much weight, steal iron bars and sell them, etc))

“It will be conducted from North to South,” Libanan said Monday.

Arrested by Immigration agents were 91 of about 150 Chinese working in a construction project at the Fontana.

“It was 91 jobs lost to Filipinos,” Libanan pointed out. “This is very alarming to us because we are sending a lot of foreign workers to other countries but in our country we are having these people entering our country illegally and working without the necessary working permits.”

Of the 91 arrested, 63 were working without proper permits, and the 28 others, although with working permits, had questionable job descriptions. Under the PEZA law, Libanan explained, the Clark Economic Development Authority can issue visas only to investors and immediate members of their family and to those who possess highly technical skills not available in the economic zone or could not be done by Filipinos.

“What we discovered in Fontana is an insult to the Filipino laborers who are very competent and very qualified. We cannot allow this to be happening in our country,” Libanan stressed, adding that the reason why government is inviting investors, he added, is to generate jobs for the Filipinos.

Libanan also ordered a thorough investigation how the illegal aliens were able to enter the country, who facilitated their entry and who issued the documentation.

Charges, he said, will be filed against the foreigners and those responsible for their entry, including immigration officials or personnel who possibly connived with them.

((That last paragraph means they might file, but are actually wanting a pay-off.))
