The corruption is utterly total in every agency in every town and village! If there is a way to make money, legal and illegal, then the Philipino will figure a way to do it illegally!

Governor Bellaflor Angara-Castillo has gotten rid of roadblocks by 5, count-em, 5 government agencies that were extorting bribes from illegal loggers and buyers of these woods.

The lawmakers in the P.I. have passed laws outlawing the cutting of basically any type of tree, very few types of trees are exempt. Basically the Philipinos can cut weeds and that is about it.

These laws were passed to prevent the poor from cutting trees to put food on their tables for their starving families! The second reason for these timber laws is to allow the President to divvy up parcels or provinces to Senators and Congressmen willing to pay her for concession rights, so they can illegally cut the timber and sell the trees to overseas companies willing to pay. These woods include their national tree, black colored woods, purple woods, red woods, brown, yellow and other woods go to China, Taiwan, Japan and American. Corrupt lawmakers are simply plundering the country!

There are independent midnight timber cutters among the people trying to eke out a living. While the corrupt lawmakers trucks are not stopped by the various roadblocks set up all over then P.I., these "independent cutters" must pay a bribe at each roadblock to get their timber to local markets where it is used mostly in furniture. One stretch of road going 200 kilometers will have 9 roadblocks and the poor must pay at each roadblock. These roadblocks are set up at buildings where the various agencies sleep and live while stealing their ill gotten gain!

As you read this article you will not understand that the only people being stopped from illegal logging are the poor, not the rich lawmakers!

Another very likely avenue of deceit is that once Governor Bellaflor Angara-Castillo stops the 5 government agencies from making their bribes, she in the driver's seat to take the bribes, if that is her goal.

She is a younger sister of Sen. Edgardo J. Angara.

This female governor gets our honesty award, for the time being or until she proves otherwise. The story goes thus; she is frustrated by the corruption of 5 different government agencies which are receiving kickbacks to allow illegal logging shipments to pass by their checkpoints ((permanent roadblocks strategically placed along mountain and rural roads)).

Government agencies involved in the corruption are;

** Philippine National Police
** Philippine Army
** Municipal government, the Mayors people
** Department of Environment and Natural Resources
** Provincial Mobile Group.
 
She eventually sets up her own checkpoint using hand picked security.

Anti-illegal logging drive checkpoints dismantled

DINGALAN, Aurora, Philippines – Five checkpoints in this town were ordered dismantled and replaced by a single checkpoint for allegedly being “inutile” and ineffective against illegal logging.

The checkpoints – manned by the Philippine National Police, the Philippine Army, the municipal government, the Department of Environment and Natural Resources and the Provincial Mobile Group – were all ordered removed by Gov. Bellaflor Angara-Castillo who instead directed that a single multi-sectoral checkpoint, led by the provincial government, be the one to check passing vehicles.

Angara-Castillo led local officials in inaugurating the provincial government checkpoint composed of a team from the newly formed Task Force “Sagip Kalikasan.” The checkpoint would operate 24/7 or round-the-clock.

At the opening of the checkpoint Monday, Angara-Castillo lambasted Joselito Blanco, DENR community environment and natural resources officer for Dingalan and his aide, Peter Amwao, for allowing the release of logging trucks recently, although they were found to have no supporting documents.

Blanco admitted that it was him who signed the release papers of the logging trucks, saying it has a legitimate timber licensing agreement. Angara-Castillo told Blanco that she was serious in her campaign against illegal logging and that she would have those responsible relieved or jailed. She said she had caused the removal of two previous CENTROs.

The governor expressed disgust that despite the presence of the five checkpoints, logging trucks continue to pass through them unchecked. “No one would believe that these vehicles could pass with the presence of the PNP, the Army, the DENR and the local government unit. – Manny Galvez

In the P.I. the Dept. of Natural Resources ((DENR)) has the responsibility to make sure all natural resources are taken only by proper licenses.

In fact the DENR people usually are in the furniture making business. They also do illegal logging and use these woods and woods they confiscate to build their furniture with! Utter, total and complete, corruption in practice in every aspect of life in the norma over in the P.I.!
