That there is corruption in the Philippines would come as no surprise to anyone. That corruption exists all the way to the top levels of the government was also predictable. However, what is revealed in the witness interviews should be disturbing to the US and other nations.

In the interviews with the witnesses several acknowledged problems with the New Peoples Army (NPA). The NPA is a registered terrorist organization. One witness actually confessed to paying the NPA PHP 1 million (USD $ 21,000). As a result of the collusion reported in the World Bank Report, the Philippine government is either directly or indirectly funding terrorism.
If the US and other countries are serious about the fight against terrorism, then, the alarm bells should be ringing by now.
