In January 09 the United States bought 456.7 million dollars of Philippine exports. Why doesn't the lady U. S. Ambassador simply inform the bucktoothed dwarf Philippine President that she hopes all set-ups against Americans would cease?

Japan has extended a 9.3 billion yen (100 million dollars) loan to the Philippines to help plug a rising budget deficit, the Filipino finance department said Tuesday.

The Japan International Cooperation Agency (JICA) loan is part of Tokyo's 1.6 trillion yen pledge in January to help Asia through the global economic crisis, Philippine Finance Secretary Margarito Teves said in a statement.

It will help Manila finance critical infrastructure and social projects and programmes, he added.

((Mar 5 09)) South Korea handed over 15 trainer aircraft to the poorly-equipped Philippine military on Thursday.

"The Korean government is one with you in helping advance the Philippine military," said South Korean ambassador Choi Jung Kyung as he presented the T-41B trainer planes at the site of the former US Clark Air Base near Angeles City, north of Manila.

The 15 surplus South Korean planes were given to the Philippines as part of a military cooperation programme as well as in commemoration of Philippine assistance provided to allied forces during the Korean War.

Buying the planes would have cost the Philippine government 37 million pesos (761,300 dollars), but the donation meant the military only spent four million pesos on the transport and assembly of the aircraft, air force officials said.

"We only had eight flyable T-41s and with these 15 trainer planes from South Korea, we will have 23 flyable trainer planes. This will address the gap in terms of flying training," he said.

((Eight flyable T-41s you say? The sad truth is those trainers are your whole air force! If your AF leaders and the "black hole" government officials stopped looting the treasury you could buy a few modern planes and stop depending upon the U. ((Mar 5 09)) The Japanese government is expecting greater influence in Philippine Islands' affairs or better protection for its citizens or both. They have lost 100 million dollars into the Philippine Islands' black hole.

"The Philippines has received assurances from Japan for a loan of 100 million dollars to stimulate the economy, Dow Jones News wires reported Thursday quoting a senior cabinet official.

Socio-Economic Planning Secretary Ralph Recto said that Japanese envoy Makoto Katsura sent him a copy of a note verbale, or an unsigned diplomatic agreement, regarding the package to be co-financed by the Manila-based Asian Development Bank.

It is part of a package of foreign loans that the government will use to partly fund its budget deficit for this year, Recto said.

The government will seek another $150 million in loans from Japan for additional funding for other fiscal-sustainability projects."

When will the P.I. government ever give money to America, Japan, Canada, Australia and European countries? When snowballs are being thrown in hell? The world is full of "Givers" and "Takers".

Germany is to help the Philippines retire up to 25 million euros (31.6 million dollars) of debts in exchange for a pledge to undertake health programmes to fight AIDS, malaria and tuberculosis, the Manila government said Tuesday.

The deal was offered by Josef Fullenbach, head of the Southeast Asia unit of the German Ministry for Economic Cooperation and Development in a recent meeting with Economic Planning Secretary Ralph Recto, the Filipino official said in a statement.

Recto has welcomed the proposal and the concerned government agencies have been asked to draft projects that would satisfy the German government's conditions for retiring the debt, it added.

"Philippines President Gloria Arroyo on Friday signed into law a 1.414 trillion peso (29.2 billion dollar) budget that will boost state spending to stave off recession, officials said.

The budget "will pave the way for public spending that will blunt the effects of the global economic downturn on the country," Budget Secretary Rolando Andaya told reporters at the signing ceremony.

The budget includes a 330 billion peso stimulus package for infrastructure, temporary jobs and cash handouts for the poor to keep the economy working as exports tank."

UN Development Programme (UNDP) assistant secretary general Ajay Chhibber warned that this was necessary to keep millions of people from falling back into poverty.

Chhibber, who is on a tour of Asian nations, said developed nations could funnel between 0.5 and one percent of their stimulus packages to poor countries, particularly social services."

"Even one percent of total spending is enough to make sure that people are provided for during the crisis," he told reporters in Manila."

((3 20 09)) Corruption will be a key factor as the World Bank considers a fresh three-year lending programme for the Philippines worth up to three billion dollars, the multilateral lender said Friday.

The aid programme "puts greater emphasis on poverty alleviation and good governance" through a "stable macro economy, improved investment climate, better public service delivery, and reduced vulnerabilities," the bank said in a statement.

((Pray tell us, dear banking officials, who is going to oversee every dollar spent to insure it is not going into personal bank accounts?

Manila drew up a list of projects for which World Bank funding is needed during consultations with the lender that began in June last year.

The meetings were held amid a corruption scandal in which the World Bank cancelled a 33 million-dollar road improvement project and blacklisted several Chinese, Philippine and South Korean firms it said had colluded in the tender.

An intellectual property group is urging the United States to keep the Philippines on its watch list of countries where copyright protection is an ongoing concern.

The US trade representative upgraded the country to its ordinary watch list from its priority watch list in 2006 citing improved enforcement of intellectual property rights.

The rate of successful prosecutions for piracy remained low, the Intellectual Property Coalition said in a statement Tuesday.

"As a a consequence, police investigations had been often thwarted at the prosecutor level, thereby laying to waste countless hours and huge resources incurred for surveillance, evidence gathering, and other investigative efforts," the group said in a statement.

It also accused certain unnamed law enforcers of taking bribes during raids on establishments selling counterfeit or pirated products.

The group also said the government had not moved to pass laws that would enforce Manila's treaty obligations regarding intellectual property rights violations committed on the Internet.

The P. I. Gov. signs treaties and then breakS them. The prosecutors and police take bribes to let the thieves go!
