He said, and we already know, that the attorney of Mrs. Lutgarda Capulong Gacus dropped off the very damaging affidavit at the Australian Embassy. This affidavit is her testimony of being part of a criminal gang of police that worked with corrupt prosecutors to target foreigners in angeles City, Philippines!
A consular official there took the affidavit, proving the set-up and human trafficking of underage children by the police, to the head of the P.I. Department of Injustice, Raul Gonzales.
He told the Australian embassy official to have the attorney (Ronaldo "Tony" Duro- corrupt dingle berry) to file a "petition of review" and the Department of Injustice would tell the Angeles City Hall to drop the trumped-up charges.
Instead of doing as he was instructed Atty. Ronaldo Duro refused and tried to place blame on Stephen Soul. Fools, we have the mail you sent to a respected American leader in the community! We know exactly that Ronaldo Duro said that Stephen Soul had lost credibility with the judge because he never showed up for a hearing! Fool, do you think we talk without evidence? He did not have to show up, but you were told to and only had to file the petition!

The Australian embassy already had it worked out with Raul Gonzales, the head of the Department of Injustice. You knew that filing was only a formality and you knew if it was done he would be cleared.

The Department of Injustice lists crimes and the amounts of bail to be paid for each crime. No crime goes beyond 30,000 pesos bail, yet Soul was charged 120,000 pesos for bail. This over-charge is just one of the ways that the Philipino prosecutors and judges, use to pocket the overcharge! Remember? It s all about money and in the case of foreigners their massive inferiority complex comes into play making the extortion doubly comforting to the brownies!

What the Angeles City Hall prosecutors and judge did was send the small amount of bail that was to be OFFICIALLY charged on to the Department of Injustice when Soul jumped bail, rightfully fearing for his life and a fair trial. They kept the large amount for their own pockets! They are in the business of making money, not providing for the fair trial of any person, especially a white man whom they feel inferior to. Attorney Ronaldo Duro (a Angeles City former prosecutor rumored to be corrupt and fired for human rights violations) did not perform as instructed by the man that has paid him. Now IT IS "Sanctions time" for what we consider misrepresentation of your client.
Attorney Ronaldo (Tony) Duro was recommended to a man in a police set-up. This set-up was run by the C.I.D.G. chief Florendo Saligao. Attorney Ronaldo is corrupt! He is part of the corrupt Philippine Islands' judicial system.
The man whom they set up was to appear in court November 13, but stayed away. The man instructed his attorney, Ronaldo (Tony) Duro, to file certain requested papers to the Department of justice in Manila. True to corrupt-form, attorney Duro refused to do as instructed!
Instead attorney Duro blames his client who rightfully fears for his life because he did not return to the P.I.. The judge issued an arrest warrant for the unfortunate man on the morning of Nov. 13, 2008.
The man was not fool enough to return so that, it is rumored, Congressman Lazatin using CIDG Colonel Florendo Saligao could murder him!
The judge issued a warrant of arrest knowing the man was 100% innocent! That is justice, Philippine Island's style, indeed because of this affidavit.
A couple of weeks before this a woman, with intimate knowledge of this case spilled her guts in an affidavit, which was taken to the Australian embassy in Manila.
This affidavit by Lutgarda Rapulong Gacus tells of the false arrest, kidnapping, attempted extortion, human trafficking perpetrated by the police under the direction of C.I.D.G. chief Florendo Saligao.
This document not only proves the man is innocent, but proves he was set-up by human trafficking and human rights violators Chief Florendo Saligao and his side-kick (Renato Bondoc Torres, aka "Ranger").
This document proves these police worked to violate the human rights of the foreign man and the underage girls they trafficked.
The woman is said to have been placed in the "Witness protection program" because she fears that certain officials will murder her and/or her children. We cannot yet confirm she was placed into this useless program.

How They Work together To Extort Your Life Savings
Most of you foreigners in Angeles are in the dark about what goes on behind the scenes. Here is how it all works,
A foreigner is targeted by one of your friendly police who have snitches and spies in EVERY BAR. These informers (Some are foreigners on the streets going from bar to bar looking for favors and money from Screwy-youie-Louie Tan) look to see whom tell them who has money or throwing money around. We have names of seven of these foreigners and are watching them closely.
The police with snitches sometimes present try to estimate which one has the most money and these are placed at the top of their list. No one is placed at the top of the list unless it is known they are leaving town in a day or two. Then these are placed at the top of the list and snared immediately while leaving the richer ones for a day or two or three later.
Snitches try to find out the following while bullshitting and being friendly with you. Some snitches work as clerks in banks of your area. These bank clerks report to the police.
1. How fat your real bank account is
2. How much longer you will be staying in their sex paradise
3. If you really like young children. They have you for a much larger sum. strange country that it is there are some pedophiles who are protected by police because they help the police and/or have criminal ties with mobs in other countries. One pedophile recently left your paradise over there in exchange for America's wild-west and another moved out to another Philippine Islands city.
Once a foreigner is targeted, someone he trusts is usually used for the set-up.
The police spring the trap and then do their part in extorting the money under as much duress as they can muster. The police and prosecutors and case-fixers are protected ultimately by now it is rumored, old Blueboy Nepomuceno your elected Mayor. Before him it was congressman Lazatin. What foreigners do you know were/are friendly with him? Careful of them then.
Angeles City Mayor, Francis Nepomuceno likes to be called "Blueboy", it is rumored, is calling the final shots about your freedom when snared in one of their set-ups. He does not get into the everyday nuts and bolts of planning and fixing cases, but is expected to protect those whom do perform this function and expects his cut from all scams and extortions. The main one to fully decide who gets freedom on police trumped-up charges is the current Department of Injustice head Raul Gonzalez. He trumps everyone!
An inquest is supposed to be done with an attorney present to help represent the client. This is virtually never done either, as false charges are only being done to extort from the foreigner.
These corrupt officials and such know that the typical foreigner normally comes to the P.I. for SEX. Which is all illegal by any definition of any laws in the Revised Penal Code of the Philippines.
They also know the foreigners wouldn't be coming to the P.I. if they didn't have enough to spend and they assume that most foreigners are visiting for only one week. The tourists have jobs and obligations they MUST get back to.
They mostly set-up these individuals and such normally, not to really bring them to court. These marks have so much on their minds, their lives will be so screwed up that they will pay anything to get to leave and get back to a civilized country! The police and prosecutors and the Mayor all know this.
Most all cases are paid out and dissolved on this premise and that's why foreigners are a sure and marked hit for such schemes and set-up. Only a few have fought against these bull crap scams and set-ups.
Normally City Chief Prosecutors are head hunted by the Mayor to do their dirty legal work. These individuals pay into their position, because soon enough they will be getting the money back and then some from all of the set-ups against foreigners. Fiscals are prosecutors, prosecutor are fiscals. Difference is a fiscal when conducting a preliminary inquest and such to form a resolution as to whether they can or have sufficient evidence to go to court.
It is at this stage where negotiations and such starts and it's almost always ends up in payments to stop the proceedings.
Certain fiscals and City Prosecutors, are heavily rumored, to have paid the Department of justice head, Gonzalez for their positions.
Raul Gonzalez is rumored to be behind that and he's just part of that list, it goes all the way to Malacaang The name of their Palace or "White house". These so-called public officials are endorsed by Congressman, Senators, rich businessmen, etc. This is how justice is served based not on evidence, but whose willing to pay to get someone in trouble in the court system or pay to get out.
Once the fiscals are denied their extortion fees, it goes to court, now the judges are involved and judges are dealt with by the Supreme Court in Manila. Not only the judges, attorneys, fiscals and city prosecutors, local Mayors and city council and such are also involved. They all make money from these deals.

It is rumored that Ronald Haban is one fiscal and prosecutor handling most extorted cases, along with City Prosecutor Oliver Garcia who has recently paid for his position. The rumor is that he can and will dismiss cases if they pay 50,000 pesos or more depending on the offense.
Both of these men, Ronald T. Leo Haban and Oliver S. Garcia, have been corrupt all of their lives. Friend Angelito I. Balderama was also a corrupt Fiscal/prosecutor in Angeles, but now is a judge in Bataan!
Money-makers move up and non-money makers do not. It's about money passed up the line to superiors that makes the difference, except in the case of Asuncion Mandia of Baguio city who went to bed with former RTC Baguio Judge Ruben Ayson to become a judge! The rapist, Ruben Ayson is being considered for the Philippine supreme court in 2009!
People are their body guards and this is how favors between the police and prosecutors (Fiscals) are exchange for malicious prosecution and set-up scams work.
They have given the police quotes to meet with these set-ups and the police are expected to meet "their quota" on a weekly and monthly bases to ensure money is coming in.
Coming in for what, you may ask. That will surprise you, indeed. A certain amount of money is expected to come in each month for public officials gambling habits with the cock fights and casinos where they entertain themselves. The police use their cuts to entertain themselves at bars and spend as much in one night as a policeman makes an entire month!
Police chief inspector "screwy-youie-Louie" Tan (chief inspector Louis Tan) has managed to save enough through out the his long years of crime to build a multimillion peso mansion in a subdivision named "Timog Park". This does not include the millions and millions of pesos he sent on up the chain-of-command to superiors. They are all in it for the money, don't you see that yet?
