(Dec 9 08) Colonel Florendo Saligao who helped in the set-up and planning of Vadim the Russian and others, has been reassigned to the remote place of Region 9. This is where the fighting happened yesterday with Muslims and more than 20 soldiers were killed. Why don't you Muslims there give the CIDG commander a warm welcome!
His right-hand man named Renato Bondoc Torres (the infamous "Ranger" spy for C.I.D.G. while acting as a tourist policeman) was left behind to stay and bear the coming punishment over in Angeles City, Philippines!

(Nov 5 08) General Arturo Lomibao is currently in America due to the mess when General Eliseo de la Paz was set-up by Russians. When leaving Russia with a visiting group of Philippine Islands' generals, General Eliseo de la Paz was caught with over 100,000 euros.
At a meeting in an attempt to whitewash the incident or at least to control the damage, it was decided by the top PNP generals that they would try to cover the 110,000 euro bribe by saying the good general took PNP funds from the PNP LandBank account.
Now all of the generals have to pony-up the rest of the funds. Since the 110,000 euros was bribe money given by the Russians and since the other generals have to pay the amount this "back" this means the Philippine National Police bank account will have an excess of 110,000 euros. Someone will steal that and probably give it back to the generals or keep it deciding the generals should not have been caught in the first place.
We asked Col. Florendo Saligao to set the Russian free he is holding on a set-up. We asked him some months back and now the Russians are showing they also can play hard ball.
According to cell traffic, a call was made to a certain Russian embassy official from a certain policeman asking for a bribe to release the Russian. This was months ago and the Russians said "No". During the short months since this call, the Russians planned a little "Sanctions" plan against the Philippine National Police (PNP) leadership to even the score.
During the 1980s when Lebanon was in royal mess, a Russian diplomat was kidnapped by radicals in the Hezzbolah. They asked for money to release the diplomat. The Russians' reply was to simply kidnap relatives of the Hezzbolah leadership. This attention-getting deed got their man freed in record time and they never had to worry about any of their citizens being kidnapped again. Why can't other countries practice this in the Philippine Islands instead of kissing the asses of lowly Philippine Islands' rotten and corrupt officials? We send our congratulations to the Russians for their neat and efficient way to get Vadim freed with the "Euro Generals"! More power for the Russians, hurray for the Russians!
We know who made the call and his number and know who the call was made to and his number. Of course we know what was said during the phone call. Saligao a letter informing him of the shyster and scam artist with
the current last name of SURREY and gave the correct residential
address of SURREY to Col .Saligao.
Saligao has refused to arrest the man
even though the man scammed hundreds of thousands in the Angeles
City area and is a wanted man in the State of Florida,
U.S.A. We believe that Florendo Saligao got a large payment from Surrey for not making the arrest.

When will the police there make the arrest?
Whomever makes the arrest will have to get around 2 police-looking Philipino bodyguards and 3 Sumo looking foreign bodyguards protecting him or at least they were protecting him in early October when he was out in the Fields Avenue section of town. All but Surrey were carrying weapons.

Colonel Florendo Saligao, the head of the Angeles area C.I.D.G., said in one newspaper article that "Ranger" (his right hand man, real name - Renato Bondoc Torres) was not a C.I.D.G. asset, but a "Tourist policeman and friend of foreigners". Yea, we believe all criminals like you, sir. Yes sir, you know we do.
Then contradicting himself he admitted that "Ranger" (Renato Bondoc Torres) did work for the C.I.D.G. This was, of course after "Ranger" (Renato Bondoc Torres) admitted that he was a C.I.D.G. man in a separate newspaper interview.
When the new PNP Chief (Jesus Verzosa) takes over, September 27, 2008, Colonel Saligao is to be promoted to General and moved to Bulacan. We wonder how many disappeared people would turn up if we were to excavate the place that Col. Florendo Saligao owns in Batangas. And with Florendo Saligao being made infamous on this site we wonder if his promotion to general may be in doubt. To make General in The Philippine Islands a person must have walked over many a dead body and extorted large sums of money.
Concerning Vadimir, the Russian, If the rape actually took place then why didn't colonel Florendo Saligao and the Fiscals (prosecutors) in Angeles City Hall file charges of "human trafficking" against the woman who brought the girl? The police seem to be psychic when arresting foreigners in Angeles City. We mean, they are on the scene within 1 to 5 minutes of any underage girl entering the room of any foreigners.
The fact that charges were not filed against the provider of the girls only adds additional weight of police (Col. Florendo Saligao's men) and Angeles City Hall collusion in a set-up $$$$$$ , not a rescue!
