Jovito Palparan a retired Military General has been linked to extra judicial killings by the Melo Commission and has been linked to kidnappings by the P.I. courts.
What is known is that the GMA administration has been bending over backwards of recent times to appoint Jovito Palparan into a senior administrative position.
Now the butcher is a congressman, what can you say?

(Bayan-GL) vowed Monday to work for the ouster of retired Army major general Jovito Palparan from Congress.
Roman Polintan, Bayan-GL chair, said Palparan must serve a life term in jail instead of serving in Congress for his alleged bloody human rights records.
Palparan of the Bantay party-list was installed as a representative following the April 21 Supreme Court ruling raising the number of party-list seats to 55. The retired general took his oath last week.
Polintan said the group will ask the people of Central Luzon to join moves to disqualify Palparan from seating in the House of Representatives.
“It’s a shame for the Filipino people to allow him a seat in Congress instead of putting him in jail," he said.
Militant groups called Palparan as “berdugo (butcher)" for the alleged strings of extra judicial killings in Luzon and the Visayas while on active service. Palparan retired in September 2006.
Bayan-GL has accused Palparan of being behind hundreds of extra judicial killings and enforced disappearances in Central Luzon during his stint as Army commander of the 7th Infantry Division.
Polintan said Palparan’s bloody human rights record in Central Luzon was not only limited to his 11-month stint as commander of the Army’s 7th Infantry Division, but dates back to 1987 when he first unleashed terror against political activists through vigilante groups.
Among the alleged victims of the terror campaign were Atty. Ram Cura,
Dr. Pat Santiago Jr., Archie Simbulan, a Doctor Dabu, trade unionists Raul Quiroz and Simplicio Aninon, youth activists Badjo Conrado and Corazon Lintag.
Palparan had repeatedly denied allegations that he was behind a number of extra-legal killings in the past.
He said leftist groups have been reviving old issues against him, but he assured he is open to investigation to prove his eligibility as party-list lawmaker.
Opposition lawmakers also vowed to file a disqualification case against Palparan.
Bayan Muna Rep. and House Deputy Minority Leader Satur Ocampo said they would ask the Commission on Elections (Comelec) to disqualify Palparan's Bantay party-list group.
Ocampo also said they would urge the poll body to disqualify Palparan himself for being the party’s top nominee for a House seat.
Ocampo added that Palparan had a lot to answer for, particularly allegations that he was behind the killings of militant leaders during his stay in the military.
Expressing support for Ocampo, Gabriela Rep. Liza Maza said her party would work for Palparan’s disqualification.
Palparan lashed back at the militant lawmakers, whom he accused of “fooling the people and abusing the resources of a democratic government."
Palparan said Ocampo and other leftist lawmakers are the ones who should be disqualified for not renouncing their link to the New People’s Army. - GMANews.TV
