After allowing himself to be punked he protected the the drug lord by allowing him to sell drugs not only to Baguio youth, but to much of Luzon Island!
He sent part of the payola on upward to land in the bank accounts of the fat-cat police generals living in luxury ar Camp Crame, police syndicate headquarters!

Senior Superintendent Isagani Nerez feels that he has the power to defy Philippine National Police Chief Jesus Verzosa's order to immediately file cases against General Eliseo de la Paz and three other officials involved in the scandal, because he refused to file the charges as ordered. One Senator has told General Verzosa to punish Nerez for his insubordination. The problem is the money was a bribe paid to the high-ranking police! Now they must pay it back. Everyone knows it was a bribe!

It is very common for police to commit murder and rarer still when they are arrested. Usually when they are being protected is because higher-ups ordered them to murder someone. Lots of murders of elected officials under the watch of Senior Superintendent Isagani Nerez during his stay as director of Pangasinan Province. Strange indeed, it is. So strange, in fact, that we know he was behind most of the murders. The news media also know this, but want to stay alive by not reporting the full truth.

These were the words of Senior Supt. Isagani Nerez, provincial police director, in response to reports by the Pangasinan Muslim Association that policemen are involved in the illegal drugs trade, specifically on “case fixing”.
Nonetheless, Nerez vowed to continue to investigate the matter and said he would take the necessary action if proven true.
“Of course we will never tolerate them if we find the report true. We will take appropriate actions against them,” Nerez said.
He also said two policemen from Dagupan City have already been re-assigned to another post pending investigation on the Muslim group's allegations......more lies from Isagani Nerez's white washing of his police friends and their drug traffickers.

Oliveros (Also spelled as "Bernard Oliveros") is head of the "Oliveros
Group" crime
gang loosely based in Baguio City, Luzon Island, the Philippine
Islands.
He was arrested by then Colonel
Isagani Nerez, the Baguio
City police chief and released after paying a 90,000 peso bribe
(at the time roughly $1,800). In 2008 this thief should be addressed as,
"Senior Superintendent Isagani Nerez, chief of the National Capital Regional-Criminal Investigation and Detection Group (NCR-CIDG). After many murders and tons of illegal cash he has moved up in the chain of command."
Mr. Oliveros headed up a Muslim crime gang that
made and sold drugs.
After seeing how much of a cash-cow
Oliveros was, Isagani Nerez had him re-arrested
and this time extorted 1,000,000 pesos from him for "indefinite
future protection.".
Benard later bragged that "as long
as Col. Isagani
Nerez was head of all police in Baguio City that he could
not be re-arrested even by the highest intel people.".
Col. Isagani (Gani) Neres was for
sale and allowed this drug-lord protection to continue to ruin
the lives of unfortunate Philipino people.

With 2.2 pounds of high grade
marijuana selling for only 447 pesos ($11) in Baguio it has become
a 1.4 billion dollar per year industry. The Philippines produces
more hashish and mary jane than any country in the world, except
Mexico. The Yakuza and Chinese Triads come in to buy the processed
plants and can travel without problems through police roadblocks.

Whoever said "Crime does
not pay" will have a difficult time in getting Isagani Nerez to
believe that. While he was C.I.D.G. chief,
then later chief of all police in Baguio City, he made sure that
crime did pay very well, indeed.
Any time the police, in any city
or town of The beautiful Philippine Islands, make a drug bust
it is window-dressing. They will only bust people who are trying
to run an drug operation independent of them and/or their control.
In cases like these the police
may or may not burn a little, but will sell the lion's share and
pocket the proceeds.

this nice, sweet, smooth sounding paragraph to prove their city
was going to be drug free by 2005. Take a look at what they said
back then.
The national and local government
work together in making the country DRUG-FREE. The realization
of this goal begun from each little community scattered across
the archipelago. Thus, the city government answers the call for
the eradication of illegal drugs by signing the Executive order
creating the City Anti-Drug Abuse Council, on April 2005. With
the increasing commission of heinous crimes due to this menace,
the city believes that addressing it aggressively is a priority,
thus the importance of a council that will focus its energies in
implementing plans of drug prevention."
Sound
good and reads well, but what are the facts in November 2008?
The
latest fiasco happened when the men of Chief Inspector Edgar Apalla,
officer-in-charge of the PDEA regional office in Baguio City ran
a drug-bust sting on two men. Two men transporting 100
kilos (2.2 pounds to one kilo), of mary jane to sell to the police
were arrested.
The arrested men were identified
as Ramon Dengyas, 31, of Kapangan, Benguet, and Pedro Abinglas,
38, of Kibungan, Benguet. They did get free meals at the Baguio
City jail for a few days and suddenly on July 17, 2008 the news
media discovered them men, their van and marijuana were gone. Ah,
what money can do if you pay the right people, in the beautiful
Philippine Islands. This is just part of the legacy left by Isagani
Nerez (Isagani Neres) and further proves complicity of the Mayor of Baguio City and his council members. They are all criminals, but they just happen to control men (police) with guns in a society where the citizens cannot own guns.

Drug Enforcement Unit was allegedly caught extorting from illegal
drugs suspects in their headquarters.
The official complaint
of illegal drugs case suspects Annaliza Sullano and one Danilo
Soriano who hinted that three policemen from the DEU asked for
some cash from her in exchange for her liberty. The policemen were
identified as PO3 Oliver Desilos, PO1 Rene Manuel and PO1 Mervin
Manaloto of the DEU’s intelligence division. January 2008.
