The Mayor of Angeles City, "Blueballs" Francis Nepomuceno, Congressman Carmelo F. Lazatin ((A.K.A. "Tarzan")), Mike Arroyo -the former governor and his son Mikey Arroyo all approved the murders of both Barangay Captain Edilberto Cayanan and retired Barangay Captain Themilo Laliac!
The man responsible to cover up the murders by forming a "task force" was former Angeles City police chief, Pierre "The rat" Bucsit. "The Rat" is responsible directly to his protector Mikey Arroyo and is now in a higher position of power as the "Go for" for "Fat faced" Mikey. Mikey and his father Mike Arroyo were the ultimate two whom approved the murders and told everyone else to "go for it".
Other personages who gave their approval during the planning of the two murders were,
Isagani Nerez, CIDG Chief of Manila who approved his man, Chief Inspector Randy Glenn Silvio, chief of all Angeles City CIDG police, to provide the hitman! Senior Superintendent Marvin Bolabola, regional chief of the 3rd Criminal Investigation and Detection Group (3rd CIDG) also approved the two murders and is in charge of whitewashing the murder of the Canadian lady Chef at Fontana Leisure Resort on Clark airbase.
Miss Elisa Gutierrez was murdered when she accidentally stumbled into a theft ring operating on the base. This police run and police protected crime gang will steal anything that is not nailed down and does so! They steal more than $5,000,000 each year from food to motors taken from a large number of shipping containers that enter the "freeport area".
A local reporter said,
The village chief ((Barangay Captain)) of Barangay Pulung Maragul here was shot dead by a lone assailant around 8:30 p.m. last Saturday. City Police Director Pierre Bucsit identified the victim as Barangay Captain Edilberto Cayanan, aged 39. Cayanan was having a drink with Councilman Dominador Gerilla, aged 50, at Mel's Store along Cruz Avenue corner Marcela Street in Don Bonifacio Subdivision, Pulung Maragul when he was killed.
Investigation showed that the unidentified suspect approached Cayanan from behind and shot him twice on the head with a handgun at close range. He fled towards a "perya" (makeshift carnival) after shooting the victim where he disappeared among the crowds.
Cayanan was rushed to a nearby hospital where attending physicians pronounced him dead on arrival. His body was brought to Funeraria Indiongco here for autopsy. Two bullets and three empty shells of 9mm pistol were found from the crime scene. Bucsit said "Task Force Cayanan" was already formed to look into and immediately solve the murder case.
The task force was "set up" to cover up the crime because the police Chief of all Angeles City, Pierre "the Rat" Bucsit knew beforehand who was going to murder who!
The murder of Edilberto Cayanan was done by a CIDG policeman with a station four policeman as the back up man. The station four back up man was never noticed. The CIDG trigger-man was provided by the new CIDG Chief, Chief Inspector Randy Glenn Silvio upon approval of Isagani Nerez and Marvin Bolabola.
The station four back up man for the murder of Edilberto Cayanan was provided by orders of Chief Inspector Luisito Tan! This murder was authorized by the "Warlords of Pampanga", Former Governor Mike Arroyo, his son Congressman Mikey Arroyo, and their very close allies, congressman and the Mayor of Angeles City, Francis "Blueballs" Nepomuceno!
Attorney Willie Rivera hated the Barangay Captain because he would not allow a poker room to be established in a certain bar! That was money lost for him, the mayor, Mikey Arroyo ((The President's evil son)) Congressman Lazatin former governor Mike Arroyo and on up the line of officials and police and ultimately to the President! For this reason he was murdered! He prevented injustice which hurt the illegal income of local officials and officials on up the line! Of course all of the area PNP know who the trigger man was and know which officials ordered the murder! Pierre Bucsit, who is favored by Mikey Arroyo was part of this crime!
Pierre Bucsit was named to head up the cover-up of this murder and also of other murderers which Tony Mamac and "Blueballs" Francis Nepomuceno the Angeles City Mayor were/have been involved in.
A of years ago a hearing was held concerning the then Governor Mike Arroyo ((The Bucktoothed dwarf's legal husband)) involved in illegal gambling. And a key witness was called, named Pierre Bucsit. He refused to talk and was awarded by Mike Arroyo being given a good position in the governor's region in the south. Later he was moved to be the new Angeles City police Chief. His main jobs were to collect the illegal gambling monies, work with the selling and collecting of drug monies, and to cover up a fllod of murders and car thefts by the police were going to conduct.
When this web site made things too hot for him, he was moved to be next to Mikey Arroyo ((The current President's son)) and is now one of two bagmen for Mikey. Do not confuse the President's husband, Mike Arroyo with their son Mikey Arroyo. About the only difference between them is the spelling of their names. They are both murdering criminals who do not know what mercy is. There is the long and persistent rumor that Mikey's father is not MIKE. Maybe Mikey should have been named Target because more than one had a hot sghot at him.
Police Major Luisito Tan was also to help in the cover up! Of course the New CIDG Chief, Chief Inspector Randy Glenn Silvio was going to protect his man who did the shooting with a 9mm service pistol!
We suspect the trigger-man to be officer Edon Yalung or Renato Bondoc Torres, a..k.a. "Ranger". Edon Yalung and many others were moved out because they were caught in extortion on the Dr. Soul incident which was a bombshell we exposed here. We cannot prove that officer Yalung was the triggerman nor can we at this time prove "Ranger" was the trigger man.
This Dr. Soul incident proved beyond doubt that high ranking police were involved in organized extortion of foreign visitors!
As of this date we warn you that officer Edon Yalung is extremely dangerous and will commit murder before this year is finished! May God help you if you are caught by this man in a regular police extortion set-up! The set-ups have started again and most of the former policemen involved who were moved out, have been moved back into station four and the CIDG!
The number of murders committed by this Mike ((The President's husband)) and Mikey Arroyo ((The son of Gloria the Prez and Mike Arroyo)) criminal gang is alarming and certainly will scare investors away from Angeles City. The Presidents family has raised and trained a murderer and a gangster! How dysfunctional!
The most alarming part of this is that the United States Embassy knows these facts and who is and has been murdering United States citizens and will not do a single thing to expose this. It seems the President is their woman, their president and what her husband and son do is unimportant in the grand scheme of things. You Yanks are being sacrificed by your own government who does not want to rock the boat over a few of their citizens being murdered! Of course the U.S. and other Embassies know who murdered these two Barangay Captains ((Two village chief))!
The simple truth is, THE C.I.A. does not want democracy in any country! They can control a nation more easily if they control one person, a dictator!
The next Barangay Captain to be murdered was,
Former Malabanias Barangay Captain Thelmo Lalic, aged 62, who was shot to death by two suspects while he was jogging at the La Pieta Memorial Park in Barangay Pulung Bulo. Lalic was the 7th murder victim involving prominent personalities since December last year.
The trigger man was an CIDG asset,
His name is Renato Bondoc Torres, a..k.a. "Ranger". This is the former tourist policeman that disgraced former CIDG chief in Angeles City Florendo Saligao said "Loved the foreigners". Har, har!

After he murdered Thelmo Lalic, he went to the resort town of Baguio City 5 hours away and there he waited a while then returned to Angeles City.
His back up man was provided by Chief inspector Luisito Tan from the policemen assigned to station four! The back up man was back working at station four the same day!Then the cover-up by the police began.
These police prowl the streets looking for victims while at the same time they run many criminal enterprises! Angeles city is a very dangerous city and just because you have lived there a long time and been safe does not mean that will will not be murdered tomorrow!
