The people involved in both set-ups that we have names for are CIDG personnel. They are Edon Yalung, Alejandro Pascual, Renato Bondoc Torres, Col. Florendo Saligao former commander for the CIDG police office in Angeles City, CIDG policeman named Frank and others not mentioned by name.
In her affidavit she talked of other extortions run by a different group of police, these from station four. She mentions the names of some of these corrupt kidnap-and-set-up police. These arseholes are, Major "Screwy-youie-Louie" Louie Tan, Major Mallari, policeman Limiac, policeman Tuliao and a policeman named, Ruel.
Also involved was attorney Oliver Garcia, a city prosecutor, whom they visited at his home, which was illegal to do. On this site we had already exposed this twirp, prosecutor Oliver Garcia, as part of police kidnap and extortion gangs. He gets a cut of the action. You surely did not think we were lying when we informed you about him previously, did you?
Observations:
A. There is not one recorded incident that any of the targeted foreigners ever had sex with any of the underage lures they were set-up with by this woman (Mrs. Lutgarda Capulong Gacus) and others involved in the "PIDO syndicate". She knows this. These foreign men all believed the young women who came in were of legal age. We will be rough on all pedophiles, but these two men are not pedophiles.
B. We have listened to dozens of conversations and never once did the police say to each other they waited too long allowing the foreigner to have sex with any of the children. Some of the young girls were of legal age, yet false birth certificates were produced by the printing press of the police to show they were underage.
C. There are child-sex-rings being protected by police, elected and appointed officials.
D. In one extortion case Mrs. Lutgarda Capulong Gacus admitted to receiving only $40 (1,000 pesos) for helping to ruin the reputation of a man for the rest of his life. We ask the Philippine National Police, who took the rest of the money? The answer is, of course, Philippine National Police!!!!!!! WHAT ARE YOU PNP LEADERS GOING TO DO ABOUT THIS? ARE YOUR HEADS UP A FROG'S BOTTOM? ARE YOU GOING TO WHITEWASH THIS?
E. Once the blotter has been set, once the woman filed -with police coaching-, the blotter or record, cannot be changed. however she admitted that Pascual changed the reading concerning her as the "mother" to "Guardian" of the set-up girl! Ho, ho, ho, here comes Santy Claus right down Santy Claus Lane! You horses' asses have a serious problem!
F. A special law has been passed whereby no one can use a false name. The police are again breaking laws for their own financial gain by using various names for the set-up women and set-up girls, forging birth certificates, changing original records (police blotters). Many of them have bank accounts under false names. We know most of what you men do.
We do not want to hear the bola-bola (bull dung) from you PNP leaders. All of you knew this was going on, and knew it had been going on for years and years and years. Some police stationed in other ares of your country have tried their best to be assigned to the gold-mine that is sin city - Angeles City. everyone knew and has known, but all of you just kept on covering it up because you leaders have set a quota on money amounts that must be passed up the line to you each month! You Philippine National Pillage (PNP) leaders give orders for this to happen, for foreigners and Philipinos alike to be targets for kidnappings, torture, and extortion!
Some of you leaders whitewashed the human trafficking because you were receiving a cut of the extortion monies (C.I.D.G. Chief of Manila and the surrounding areas is Isagani Nerez and he took money in December 2008, made from "Illusions" Bar bribe) ! And believe it or not many elected officials asked the police to run the extortion and human trafficking rings so they could have gambling funds for their weekends of pleasure.
The police used young girls, and at least one homosexual underage boy, as pawns in their set-ups! This is legally a human rights violation of which The Philippine Islands is a signatory. Human Trafficking, plain and simple! When will these involved be jailed and the monies returned to their victims?
Michael Wagayway, known as "Kate" is a prostitute and pimp for homosexuals and was used by the police of your Friendly station four, where they "protect themselves while they serve set-ups to gain nice fat bank accounts". Some of this money goes to the Mayor, Fiscal -Prosecutor- Oliver Garcia, Ronald Haben and others in City Hall. Some used to go to a prominent Congressman! And more importantly some goes up the line in the PNP chain of command to the leaders of the national police!

He worked for the past CIDG commander, Florendo Saligao, but in December Florendo Saligao was punished by being sent down to region 9 to fight the Muslims. Our exposure of Saligao on this website and the lady coming forth with her affidavit were the cause of him being sent to greet the Muslims. The new commander is a youthful looking Chief Inspector Nathaniel Villegas.

((May 26 09)) Why has the prosecutors office of Angeles City made arrests yet in this obvious bombshell revealing that all police organizations prey upon foreigners extorting money from them?
The lack of movement toward jailing these officers is proof enough that the police, prosecutors and judges all work together to make money off of kidnappings and extortions of visiting foreigners!
In-other-words, Angeles City police provide the muscle for kidnapping foreigners while the prosecutors office, the Mayor's office and Judges receive part of the stolen loot to do their part, which is to help in covering up (White wash) any investigations!

((Jun 22 09)) Regional Trial Court ((RTC)) judge Bernardita Gabitan Erum is part of this criminal syndicate. The police, as a matter of policy, pay 25% of their robbery/extortions cash each month to the prosecutors and judges! Bernardita Gabitan Erum is one of those judges!
The prosecutors are expected to rake in bribes from cases they decide to or decide not to prosecute. They pay a percentage to the judges also. They also pay a one-time fee to be appointed as a fiscal/prosecutor! These wolves never look at a case by its merits, they are looking for all the angles to see how much they can squeeze out of the people involved in each case they are to investigate! They never investigate either! They sit in their offices counting their bribe monies!
The judges also pay a percentage to the Department of Injustice (( DOJ)) each month. they are required to pay to the DOJ! These judges are taken from the prosecutors and named judges. They also pay a one-time fee to the DOJ to be named as judges! Of course, you fools, the "one-time fee" is a bribe! It is so institutionalized that they almost believe it to be honest! Judges also have a list of expected bribes to be paid for each type of case they will rule on! Damn, what a mess!
The DOJ pays a percentage of their illegally earned monies to the Appeals Court judges, who then must pay a percentage to the Supreme Court judges!
The Supreme Court judges paid a one-time fee to the President to be placed on the Supreme Court. They also must pay a monthly percentage to the President!
It is like a ponzi scheme!
