Why would the mayor, Francis Nepomuceno not want to protect people who breath life into his dirty town?

Dr. Lucielle Ayuyao, head of the Reproductive Health and Wellness
Center (RHWC),
"Angeles City is the first sentinel area for
the prevention and control of human immunodeficiency virus (HIV)-Aids."
Ha, ha, ha, ha, sure it will ma'am. In 1997, 300 women in the red-light district, were tested for A.I.D.S. The test discovered, horror of horrors, that 87 were infected with
A.I.D.S. The Angeles city council hushed this up for fear of loosing
their golden goose, $$ police are given quotas. The extortion police must set-up and extort a certain number of foreigners each month. It is simple math, if the dumb foreigners stop coming to get the girls then police extortion money falls way off.
Are you willing to bet your life that the rate has gone down since that time 12 years ago? Do you believe that the rate of infection could have greatly increased? We believe the rate has at least doubled, indeed!

Upon searching for A.I.D.S. facts about the P.I. on the U.S. Embassy's website we find the P.I. not even listed!

We know that in the above mentioned countries there are not demonstrations in front of the U.S. Embassies in which their locals call the Americans "racists" for printing the known truth about their number of A.I.D.S. cases. Neither do they do not call upon all Americans to go home.
But why is the Philippine Islands (P.I.) not on the list? Could it be that elected officials will pay people to demonstrate in front of the American Embassy, calling upon the "racist Americans" to go home?
In 2003 Thailand reported 750,000 HIV/AIDS cases, while the Philippines reported 1,935 cases in a population 30 percent higher than Thailand. Yet in 1987 there were 112 cases in Thailand and 135 cases in the Philippines. Condoms are universally promoted in Thailand, whereas in the Philippines HIV/AIDS has been countered more by Family Values campaigns against promiscuity and condoms.
Thailand promotes condoms and the P.I. does not.
Obviously one country is lying about their true numbers of A.I.D.S. Which place wants you to visit so the mayors, police and city prosecutors can extort money from you? We think you can figure it out.
